Storm Bert latest: Major incident declared as 'devastating' flooding hits South Wales

A number of weather warnings are in place today, with the Met Office predicting flooding and strong wind gusts. A major incident has been declared by Rhondda Cynon Taf County Borough Council in response to the flooding.
